PD&E / IJR Definitions


WHAT IS A PD&E STUDY?

"Project Development and Environment" or PD&E references a Florida Department of Transportation (FDOT) procedure for compliance with Federal, State, and local regulations regarding environmental and engineering impacts associated with a proposed project.  During the PD&E Study process, feasible alternatives are developed for transportation improvement projects. These “Build” alternatives are evaluated based on environmental, engineering, socioeconomic, safety needs and public input.

The “No-Build” alternative is also evaluated throughout the study process. This “No-Build” alternative would leave the existing roadways as they are, with only routine maintenance as required.

Upon completion of the study, the City of Tampa, in cooperation with FDOT, recommends a preferred alternative to the Federal Highway Administration (FHWA) for its approval.

 

WHAT IS AN IJR?

IJR references the federal and FDOT process known as "Interchange Justification Report" that is used to determine the location and type of new access to the Interstate Highway System.  The IJR will be conducted concurrently and in conjunction with the PD&E Study.  Final approval of a new interstate interchange will be given by the FHWA.
